The objective of the work was to devise a general but quantitative treatment of plastic flow - one that can be used to describe the response of steel just ahead of a fastmoving crack. A treatment based on the fundamental mechanism of flow was developed. As detailed in this report and in a shorter report to follow, the approach, new to metals, accurately reflects various forms of yield behavior characteristic of mild steel.
